Jena alleges bigger conspiracy and major scam in LNG terminal at Dhamra Port

08 July, Bhubaneswar

Former Union Minister and Senior Congress leader Srikant Jena today alleged a bigger conspiracy and a major scam in the setting up of Dhamra LNG terminal and demanded a CBI probe along with a CAG investigation into the shifting of the project.

Addressing the newsmen here,Mr.Jena said both Prime Minister Narendra Modi and Union Petroleum and Natural Gas minister Dharmendra Pradhan should clarify to the public as to why the LNG terminal initially proposed to be set up at Paradeep in joint venture of Paradeep Port Trust And GAIL India , was shifted to Dhamra and handed over to Adani Group.

He said in 2013 the Paradeep Port Trust and GAIL had signed an agreement to set up four MTPA LNG Terminal at Paradeep which wil be made operational in 2017. But after the change of the government at the centre, proposal was cancelled and instead the LNG terminal was shifted to Dhamra port to be jointly set up by the Indian Oil, GAIl and the Adani Group.

The Prime Minister, he said should clarify the people of the country as to why the project was handed over to Adani group .He also questioned the role of the Odisha Chief Minister Naveen Patnaik who did not bother to raise the issue of shifting the project from Paradeep Port to Dhamra Port.

Jena said there is a big scam in the shifting of the project and the new agreement was done under the pressure of Adani group and the CBI should investigate who took the decision to handover the project to the Adani group.

The Congress leader said as per the new agreement, Indian Oil and the GAIl together will hold the share of 49 per cent, the Adani Petroleum Terminal Private limited will have a stake of 49 per cent while the rest 2 per cent will be held by the Financial institutions.

He said Paradeep was logistically in an advantageous position for the LNG terminal as the IOCL, set up close to Paradeep had stated that it would use 60 per cent of the terminal capacity to import gas for its refinery in Haldia in West Bengal and Paradeep in Odisha. Now with the shifting the LNG terminal to Dhamra , a new pipe line would be constructed from Paradeep to Dhamra which will put the IOCL extra financial burden to import gas from Dhamra through pipeline, Jena said.

He alleged that there has been a big conspiracy to help the Adani group to emerge as a major player in the eastern coast in import of LNG and make the Indian oil and GAIL sick. The Congress party he said would raise the matter in the Parliament and demanded immediate cancellation of the new agreement with the Adani Group for setting up of the LNG terminal.
