Odisha not to charge premium from railway for construction of over bridges over river, nalla, canal

The Odisha Cabinet Chaired by Chief Minister Naveen Patnaik Wednesday approved a proposal to give permission to the Railways to construct over bridges over rivers, canal, mahara nala free of premium and free of incidental charges.

The cabinet however, decided that the railways have to make one time payment capitalized value of land revenue equivalent to 25 times of the annual ground rent and cess taken together.

In another decision the Cabinet empowered the Chief Minister to issue notification for imposition of new tax or change of tax rate and exemption of tax under the Odisha Goods and Services Tax Act 2017 on recommendations of the GST Council.

As per the provision of the Act the state government is authorized to issue notification for levy of tax not exceeding 20 per cent on all intra state goods and supplies except liquor.

The state government is also authorized to issue notification to exempt goods or services tax.The notifications are required to be issued immediately for implementation through out the country on a particular date.

Since it is not possible to obtain approval of the cabinet to implement the decision of the GST Council as and when required, the Cabinet Wednesday allowed the Finance Department to issue all notifications regarding the imposition of new tax or change of tax rate, exemption of tax on the recommendations of the GST Council by orders of the chief minister.
