CM Majhi presents Rs2.90 lakh crore Odisha Budget for 2025-26 fiscal in state Assembly with 16 point agenda as part of Samrudha Odisha Mission

Odisha Chief Minister Mohan Charan Majhi Monday presented the budget for the 2025-26 fiscal with an outlay of ₹2.90 lakh crore in the state Assembly,.
Majhi announced vision of Samrudha Odisha by 2036, the centenary year of statehood of Odisha , making it a 500 billion Dollar economy. To fulfil the PM Modi’s Purvodaya strategy , he said , Odisha aspire to be a 1.5 Trillion Dollar economy by 2047 as a growth engine for Viksit Bharat.
Announcing aRs,5000 crore three year Bikahita Gaon Bikasita Odisha scheme, Chiefd Minister said that Rs.2000 crore has been provided for the year 2026-26.
The Chief Minister said special thrustr has been given on transformative sectors like infrastructure ,strategic road projects , urban development , agriculture and irrigation, capital investment , port-led development , industrilisation and sports .
He anounced that a State Highway Authority in line witih NHAI and during the year 2025-26 works for contruction of 75,000 Km long new roads would be taken up.
He also announced ,Odisha government will launch 16 new initiatives in 2025-26 financial year. These initiatives include- Rs.2603 crore Antyodaya Gruha Yojana including interest subvention, Rs.20crore Odisha AI Mission, Rs.100 crore Odisha Pusti mission,Rs.1266 crore ‘Atal Bus stand” and six strategic road project, SI,Rs,10 crore Intra-state river linking ,Rs.1100 Mukyamanti Shari Vikas Yojana, Rs,60 csrore Cold storage policy ,Rs.50 crore Model Mandi, Rs.400 cRore Northern and Southern Odisha Development Council, Rs.153 crore Subhaddra Surakhya Yojana,Rs.408 crore Samrudha Sahar Yojana, Swachha Odisha and Rs,733 crore Sujal, Mukhyamanti kanya Bibah Yojana, Center of excellence for Cyber security , Rs.100 crore Ayusman Bharat Digital Mission and Maritime skill development etc.
Emphasizing on development of agriculture , he said that highet allocation of Rs.37,838 crore for Agriciulure and allied secgtor has made , whcih is an increase of around 12 per cent over previous year. Total allocation of Rs.16267 crore is for irrigation and flood control.
A significant highlight of the budget is the introduction of the ‘Shree Jagannath Darshan Yojana,’ aimed at enabling underprivileged devotees to visit Puri for a free darshan of Lord Jagannath and partake in Mahaprasad. The state has allocated ₹30 crore for this initiative.
He said that allocation of Rs.3,962 have been made for Energy sector for quality and reliable power supply andRs.1033 crore Mukya Manti Shakti Bikash Yojana Rs.127 crore Mukhyamantri Shakti Sarakshyan Abjiyaan and Rs,1093 crore Odisha Akshaya Shakti Bikash Yojana.
Stating that Priority has been given for health sector, he said allocation of Rs.23635 crore is for Public health care, which is 8 per cent of state budget , Rs.6249 crore for Gopabandhu Jana Arogya Yojana, and Rs.3881 crore for Mukhyamanti Swasthaya Seva Mission.

Stating that revenue surplus is projected at 3 per cent of GSDP he said fiscal deficit is projected at 3.2 per cent of the GSDP and year-end debt stock is projected to remainat 12.7 percent of GSDP. The annual budget for the 2025-26 fiscal is fully FRBM compliant, CM said.
Asserting that proportion of Capital expendigure in Odisha to total budget is highest amiong all major states in the country, Chief Minister Majhi said the outlay of Rs.1.70 lakh crore has been made for programme expenditure , while capital outlay has been Rs.65,012 crore .
The state budget for 2025-26 is fully FRBM compliant, Chief Minister said.
