Odisha Decides To Create Land Bank For Rapid Industrialisation

The Odisha government Monday in principle decided to create a Land Bank with an estimated area around 11 lakh acres to facilitate rapid industrialisation in the state. The decision was taken at the state Cabinet meeting presided over by Chief Minister Naveen Patnaik.
Briefing newsmen ,Chief Secretary G C Pati said the proposed land bank would facilitate the industrialists intending to set up their units in Odisha without delay. They would not have to wait for the land for a long period. The state owned IDCO would allot land for the industry.
The Chief Secretary said more than 11 lakh acres of government land had been identified for the land bank but land suitable for industries would be leased out to IDCO for allotment to industries.
Stating that land would be reserved in the Land Bank in two categories A and B, Pati, said land for immediate requirement for industrial infrastructure development would be leased out to IDCO and would figure in Category A land bank. Similarly, the land which has no immediate requirement, would be reserved at the district Level with the district collector for subsequent allotment to IDCO or industrialists would be enlisted under the Category B land bank.
The land under the Category B would be allotted only after the land reserved under Category A was exhausted. The Chief Secretary said land under Category-A land bank would be leased out by Collector to IDCO on requisition at prevailing IPR rates for selected industries, identified industrial clusters, Industrial estates and industrial parks.
Before allotting land to any industry, IDCO shall assess the actual requirement of land for the industry through expert committee.
The land would be allotted to IDCO on long term basis with a moratorium on payment of premium for five years or till the land or any part there of is sub-leased by IDCO to the industry whichever is earlier.
Pati, said for Category-B land bank IDCO may request the Collector to reserve suitable government land for industrial purposes.
A district level Committee led by District Collector shall assess the requirement for other development projects like medical and health institutions, educational institutions Linear projects and recommend for reservation.
The government has the right to resume the land if the leasehold land is not used for the purpose for which it was leased out or left vacant for more than five years and it is required for another public purpose.
The Revenue and Disaster Management department can also cancel the reservation of any land under Category B land bank and lease the land for any other government project or any other public purposes of more immediate and important in nature.
IDCO could also mortgage its leased land in favour of any scheduled bank or financial institutions notified by RBI for execution of its projects or permits lessees or sub lessees to mortgage the land for availing financial assistance for setting up or running the projects.
