Chief Minister Mohan Charan Majhi Presents 2.65 lakh crore Odisha Annual Budget for 2024-25 in State Assembly with 19 new initiatives

Odisha Chief Minister Mohan Charan Majhi, who holds the Finance Department  on Thursday presented the BJP Governments first annual budget for 2024-25 fiscal in the state Assembly with an outlay of Rs.2.65 lakh crore . The 2024-25 state budget is about 15 percent more than the annual budget 2023-24.

Describing the budget as welfare , growth , development and investment-oriented , the Chief Minister Majhi said that to fulfill the needs and  aspiration of the people taking into account the development priorities and ensuring sustainable growth of the state’s economy, Government has included 19 new initiatives in the 2024-25 budget.

He said to fulfill the poll promises, Rs.10,000  core allocated for “Subhadra Jojaya” for women empowerment , financial independence and entrepreneurship development.

For the welfare of farmers and farm sector, the budget provided outlay of Rs.33,919 crore under the Agriculture Budget , which is n36 percent  more than last year’s allocation, he said.

Rs.5000 crore has been allocated in the 2024-25 budget “Samrudha Krushak Yojana” for purchawse of paddy from the farmers at the rate of Rs.3,100 per quintal.Rs.1,935 crore has been provided in the budget for a new scheme “CM-Kissan” in line with PM Kissan, Chief Minister said.

Stataing that for achieving the status of Vikasit Odisha , Majhi said that Government has adopted ana integrated approach promoting collaboration between urban and rural areas .  “ in order to give major fillip to the basic transformation of Rural Odisha, state would launch a new scheme namely’Vikast Gaon Vikasit Odisha “, Chief Minister said adding that the objective of the scheme is to provide urban amenties in rural areas . A sum of Rs.1,000 crore has been provided in the current fiscal for the new scheme.

He said Rs.100 crore has been allocated under state support for Roof Top Solar Projects under PM Surya Ghar.

In order to attract tourists ,Rs.50 crore allocated for Mahanandi River front Development project to develop the areas aloangside the Mahanandi River in Sambalpur and Cuttack into a Wiorld Class River Front project.

Hiighlighting the qualitative aspect of the budget, he said that the outlay of Rs.1.55 lakah crore for Programme Expenditure which is 24 percent increase over previous year. The programme expenditure constitute more than 58 percent  of the total budget size.

The capital outlay in 2024-25 is Rs.58,195 crore which is 6.3 per cent of GSDP. The capital expenditure in Odisha to total budget is the highet among all major states in the country.

He said Revenue surplus of the state is projected at 2.96  per cent of the GSDP and Fiscal Deficit  isprojected at 3.5 per cent of GSDP. The year end bebt debt stock is projected to remain at 13.56 per cent of GSDP he adding that  state annual budget is fully FRBM compliant.
