Odisha govt.forms SPV for implementation of smart city project

Odisha government has formed a Special Purpose Vehicle (SPV) for the implementation of smart city plan and projects.
Official sources here Tuesday said the SPV has been registered as a Company with the ambitious paid up capital of Rs 250 crore and authorised capital of Rs 500 crore.
The equity of the SPV Company has been shared among Odisha government, Bhubaneswar Muncipal Corporation ( BMC) and Bhubaneswar Development Authority ( BDA) on 45:45:10 basis.
A high-level meeting held under the Chairmanship of Chief Secretary A P Padhy today decided to have a Board of Directors under the Chairmanship of Development Commissioner-cum-Additional Chief Secretary with Secretary Finance, Secretary Housing and Urban Development, Principal Secretary IT, Principal secretary General Administration, Commissioner of Police, Vice-Chairman BDA, Municipal Commissioner BMC, Representative from Govt of India, Representative from OPTCL and 5 Independent Directors from various thematic areas like industry, urban housing, urban transport, IT, social equity in the Board.
The organisational structure of the SPV along with the matters relating to formation of the Executive Authority, Board Committees, Executive Committee, delegation of power to various committees, financial management were deliberated in the meeting.
Chairman BMC Kishan Kumar said the SPV would have around 19 officers and staff from among whom 6 officers would be on whole time deputation and 13 would be recruited from open market.
Roll out plan of the mega projects like Integrated Infrastructure development, water supply, stable power supply, sewerage, water recycling, affordable housing, redevelopment of core institutional area in Satyanagar, lake neutral also figured in the meeting.
The meeting also decided to have a museum of urban history to showcase the chronological and historic view of the city’s evolution and architecture. The Chief Secretary advised to collect relevant authentic data from various individuals and authorities for the museum.BM
