Odisha Panchayat Laws (Amendment) Bill passed amidst din in Odish Assly

The Odisha Assembly Monday passed the Odisha Panchayat Laws (Amendment) Bill 2016 by a voice vote amidst din and slogan shouting by the Opposition Congress and BJP members.

The bill provided for the re-organisation of the Gram panchayats in the state which will consequently increase the offices of Sarpanches,Ward members, Panchayat samittee members and Zilla Parishad members.

As per the provision of the bill a person suffering from curable diseases like Leprosy and Tuberculosis can also contest the election in three-tier Panchayati raj system.According to the bill the provisions relating to disqualification on the ground of deaf-mute, TB or Leprosy now available in the act are practically become redundant as these diseases are now curable and so the disqualification is proposed to be amended.

No confidence motion be moved against the Zilla Parishad Chairman and Sarapanch only after two and half years of assumption of power by them.

Earlier,the no confidence motion is being moved against the chairpersons of the PRI bodies on completion of two year terms as per the provision of the law.

Amidst ruckus in the house the Odisha Panchayat Laws (Amendment) Bill was passed and the Odisha Municipality Amendment bill was introduced. Amar Prasad Satpathy and Mr Prafulla Samal (Both BJD) participated in the discussion of the Panchayat Laws (Amendment) Bill.
