Odisha sets target of Rs 36,000 cr revenue collection in current fiscal

Odisha Chief Secretary A P Padhi Tuesday directed the departments to adopt proactive revenue measures with a target of about Rs 36,000 crore for the current financial year so as to support higher plan outlay and enhanced capital investment.
Presiding over a high-level meeting on revenue collection, Mr Padhi advised the major revenue earning departments to tap the untapped sources for enhancing the revenue collection.
The steel & mines department was advised to enhance the level of production within the permitted capacity of mining leases. Revenue & disaster management department was also advised to initiate follow up action on the study report about stamp duty and registration fees.
Official sources said the state had achieved around 10 per cent growth in revenue collection during 2015-16 over the financial year 2014-15.
During 2014-15, the total own tax revenue collection was around Rs 19,824.44 crore and non-tax revenue was around Rs 8070.87 crore making a total revenue flow of Rs 27,899.31 crore.
As per the tentative figures available, there has been around 10 per cent growth in revenue collection during 2015-16 over 2014-15.
Reviewing the overall of revenue collection during 2015-16, development commissioner R Balakrishnan advised the revenue earning departments to use the IT platform for Focused Arrears Recovery Monitoring System (FARMS). This would help the departments to monitor and augment arrears revenue collection. The departments were also asked to make full utilisation of electronics mode for receipt of revenue.
So far, this system has been enabled in commercial taxes, mining revenue, excise duty, electricity duty & inspection fees for captive consumption, motor vehicle tax and e-dharani.
It was proposed to enable the system fully in stamp duty, land revenue, industrial water rate and forest royalty soon. This would help the tax payers in making payment of tax and also facilitate the departments to monitor the revenue flow & detect of the defaults.BM
