Haryana Assembly Passes Bill Banning Cow Slaughter And Sale Of Beef

Haryana Assembly has passed a Bill, which clamps a complete ban on cow slaughter in the state and provides for a rigorous imprisonment ranging from three years to ten years for killing the animal.

After discussing the Haryana Gauvansh Sanrakshan and Gausamvardhan Bill, 2015, for protection and upkeep of cows, for about an hour, the House passed it Monday night with voice vote.

The bill, moved by Animal Husbandry and Dairy Development Minister O P Dhankar, had support from main opposition INLD and Congress.

The bill, provides ban on cow slaughter and sale of beef in the state and promotes conservation and development of indigenous breeds of cows and establishes institutions to keep, maintain and take care of injured, stray and uneconomic cows.

The new law provides for prison term not less than three years for the offence and may extend to ten years. It also provides for a fine ranging from 30,000 to one lakh rupees.

In case of default in payment of the fine the convict will have to undergo another one year jail term. Mr Dhankar told the House, no permit for export of cows shall be issued for a state where cow slaughter is not banned by law.

However, the Government shall have power to issue special permits for export of cow in case where it is of the opinion that it shall be in the public interest to do so. On 14th of this month, Haryana government had imposed a complete ban on the sale of beef in any form in the state
